Waterloo Farmer Convicted of Operating a Plant Without a Licence

The Regulatory Compliance Unit (RCU) in the Ministry of Agriculture, Food and Rural Affairs (now the Ministry of Agriculture, Food and Agribusiness) received information about the possible operation of an unlicensed milk plant, contrary to section 15 (1) of the Milk Act, in Waterloo. Following a risk assessment, an investigation determined that Joris Salverda was the plant operator. At the time, Salverda was on probation for a previous conviction related to operating an unlicensed milk plant.

On April 27, 2023, upon execution of a search warrant, RCU investigators found a fully operational unlicensed milk plant and charged Salverda with operating a milk plant without a licence and breach of probation.

On March 24, 2025, Justice of the Peace Anna M. Hampson found Salverda guilty of both counts in Kitchener Provincial Offences Court. Salverda received a $50,000 fine for the Milk Act charge, a $1,000 fine for breach of probation, and a new two-year probation order.
