Background: The Regulatory Compliance Unit (RCU) of the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA) received a complaint alleging that Dennis Bakker was dealing cattle in Ontario without the required licence under the Livestock and Livestock Products Act (LLPA).
