Steve Duff, Chief Economist. Strategic Policy Branch, Ontario Ministry of Agriculture, Food & Rural Affairs. Coming from a dairy
and beef background in Northumberland County, Steve completed a Masters in Ag Economics from the University of Guelph in 1996. He joined OMAFRA in
late 1997 after a year as a policy researcher with the Dairy Farmers of Ontario. Over the course of 13 years as OMAFRA’s lead on business risk management
programs, Steve led provincial and national development of programs including BSE recovery, Canadian Agricultural Income Stabilization (CAIS), AgriStability,
and Ontario Risk Management Program. During this time Steve chaired several federal-provincial-territorial committees including the Business Risk
Management (BRM) advisory committee, the BRM administrators’ committee, and currently the co-chair of the Farm Income Forecasting Committee. Steve is
currently OMAFRA’s Chief Economist. Since 2011, Steve has been an adjunct professor at the University of Guelph teaching 4th-year Agricultural Economic
Policy. In 2016 Steve was the recipient of the first FARE distinguished alumnus award. Steve and his wife Robyn also operate a beef and cash crop operation
near Colborne Ontario.
