Weather Wizard is the alter ego of Mark Mardon, who took his dead brother's notes and created a wand capable of controlling the weather.
So if a farmer wakes up to a warm, sunny morning, but then a tornado, hail storm and snowfall occur within a short time span, there's a good chance the Weather Wizard is behind it.
